RAG vs Fine-Tuning Explained for Business Teams: Which One Does Your AI Product Need?
Retrieval-augmented generation (RAG) gives an AI model the right information at the moment it answers. Fine-tuning changes how the model behaves by training it on examples. They solve different problems, and most business teams need RAG first.
In this guide 9 sections
"Should we fine-tune a model on our data?" is one of the first questions teams ask when they start an AI project. Usually the honest answer is "not yet". Here is why, and when fine-tuning does make sense.
The distinction in one line
RAG changes what the model knows when it answers. Fine-tuning changes how the model behaves.
What RAG does
When a user asks a question, the system searches your documents, finds the most relevant passages and passes them to the model with the question. The model answers from that material and can cite it. Facts stay in your documents, so updating them updates the answers.
What fine-tuning does
Fine-tuning trains a model further on many examples of inputs and ideal outputs. The model learns a consistent format, tone or specialised behaviour, for example classifying support tickets into your categories. Providers document this, for example in the OpenAI fine-tuning guide.
Side by side
| RAG | Fine-tuning | |
|---|---|---|
| Suited to | Answering from your knowledge | Consistent style, format or behaviour |
| Keeping facts current | Update documents | Retrain the model |
| Citations | Natural | Hard |
| Data needed | Well-organised documents | Many high-quality examples |
| Time to start | Shorter | Longer |

Book a free 30-minute call →How to choose
- "Answer questions about our policies, products or contracts": RAG.
- "Always reply in this exact structure or tone": start with good prompts; fine-tune if that is not enough.
- "Classify or extract in our specific categories at high volume": fine-tuning can help.
- "Facts change weekly": RAG.
Examples of each
| Need | Approach |
|---|---|
| Answer staff questions from HR and IT policies | RAG |
| Support bot that quotes the latest product manuals | RAG |
| Write product descriptions in a fixed brand voice | Fine-tuning, or good prompts first |
| Classify thousands of support tickets into your own categories | Fine-tuning can help |
| Answer from documents in a consistent house style | Both together |
What data each approach needs
RAG needs clean, current documents: policies, guides, FAQs, product data. The quality of the answers follows the quality of the documents, so remove old versions and contradictions first.
Fine-tuning needs many good examples of input and the exact output you want. Collecting and checking those examples is usually the largest part of the work, and they need refreshing when your requirements change.
Common mistakes
- Fine-tuning a model to "teach it" facts that change every month.
- Building RAG on top of messy, outdated documents.
- Skipping an evaluation set of real questions, so nobody knows if a change helped.
- Choosing the approach before trying a well-written prompt.
Start simpler than you think
Many problems are solved with a good prompt, a clean set of documents and RAG, long before fine-tuning is needed. Our guide on building an AI chatbot for your business walks through a RAG project step by step, and pragmatic enterprise AI covers the guardrails.

Frequently asked questions
What is RAG in simple terms?
RAG means the system first searches your own documents or data for relevant information, then gives that information to the AI model so it can answer using it. The model does not need to have learned your data in advance.
What is fine-tuning?
Fine-tuning trains an existing model further on your examples so it learns a style, format or specialised behaviour. It is good at teaching how to respond, less good at teaching changing facts.
Which is cheaper?
RAG is usually cheaper and faster to start, because it needs good documents and a search setup rather than a training dataset and training runs.
Can I use both?
Yes. Some products fine-tune a model for tone or output format and use RAG for up-to-date facts.
How do I keep a RAG system up to date?
Update the documents and re-index them. Because the facts live in your documents rather than in the model, updates take effect quickly.
